ALL ABOUT VOTING IN NEW JERSEY

WHO CAN REGISTER?

If you are a US citizen
If you are 17
you can register, and vote once you turn 18. (In 2026, if you turn 18 on election day you can register and vote in the Primary when you are 17.)
If you will have resided in NJ 30 days prior to election day
If you are on parole, probation, or prior to a conviction
(you have to re-register if you were previously registered) Questions?
If you are homeless,
you can register using a P.O. Box, the address to a local shelter, advocacy organization, outreach center, or the home of someone who will receive mail on your behalf.

IF YOU HAVE MOVED 
you can still vote in your previous district if you haven't had the chance to register at your new address. 
To change your address you can use the 
Voter Registration form or through the NJ MVC but it must be by the designated deadline of 21 days before the election.

3 WAYS TO REGISTER

Paper Application - Download a registration form, fill it out, and mail or deliver it to your County Clerk’s office or Superintendent of Elections​. Please make sure the County Clerk’s address on the paper application matches your County of residence. If it doesn’t, download and print a new registration form for the correct county here.

Register in person at the County Clerk's office, or the following government offices.

  • NJ Division of Elections

  • NJ Division of Motor Vehicles

  • NJ Division of Worker's Compensation

  • NJ Division of Employment Services

  • NJ Division of Unemployment and Temporary Disability

FILLING OUT THE REGISTRATION APPLICATION:

Section 1:
Be sure to fill this out according to your needs. If you are not changing your party affiliation you do not have to check the Political Party Affiliation box. If you are a first time registrant and would like to vote by mail for the future you can do that all on one form!

Sections 1-5: are self explanatory. Just be sure to be accurate.

Section 6: is optional

Section 7: Fill out one or the other if all possible so that you are able to vote without providing ID. If there is any question about the information you provide you may be asked to provide further identification, or vote provisionally. (See further down)

Sections 8-10: are self explanatory. 8 must be completed. 9 is if your mailing address id different than your home address.
Section 11: is if you’ve changed your name since you voted last.

Section 12 is optional, but it will allow County officials to contact you if there is an issue with your application or ballot.

Section 13: Choosing a Political Party -

You do not have to choose a party unless you want to vote in the Primary.
Change of party affiliation forms must be filed 55 days before the next Primary Election.
 
The purpose of the Primary Election is to choose the candidate who will run against the opposing party's candidate in the General Election in November. So if you are registered as a Democrat or Republican, the only candidates you will see on your ballot for the Primary are of the party to which you are registered. In the General Election you can vote for any candidate you want and it will not affect your affiliation.

IF YOU ARE UNDECLARED YOU CAN VOTE IN THE PRIMARY IF YOU VOTE IN PERSON. 

You will have to declare a party at the polling place or in advance of the Primary if you want to vote by mail. You can also change your party affiliation at any time after the Primary, by filling out the change party affiliation form. 

IF YOU VOTE BY MAIL FOR THE PRIMARY ELECTION YOU HAVE TO DECLARE A PARTY 55 DAYS PRIOR TO RECEIVE YOUR BALLOT IN THE MAIL

VOTING BY MAIL INFORMATION

If/when you need to apply for a vote by mail ballot:
We typically think that to "Apply," for something means you can be turned down. Not when it comes to voting by mail (aka "absentee voting”) in NJ. Once you are registered to vote, you can apply and vote by mail for any reason. Get your Vote by Mail application here. Be sure to complete section 1-9. Sections 10 & 11 are only needed if you require assistance completing and submitting the form. Although all Applications For Vote By Mail Ballots are the same, the preprinted address on the back of the form has to be correct for your county of residence, so be sure to use the right form.

Voters may apply for a Vote by Mail ballot in person the day before an election, by 3 p.m. at the Clerk's office. You can also submit your completed ballot at that time or drop it in a drop box.

EARLY VOTING
New Jersey allows in-person early voting the full week prior to the election. Voters are able to use any polling location within their county of residence. Early voting for the 2024 elections:

IMPORTANT!! If you apply to vote by mail, but go to the polls instead, 
~YOU HAVE TO ASK A POLL WORKER FOR A PROVISIONAL BALLOT When you are on record as having received an absentee ballot, poll workers can't allow you to vote in the booth, but you can vote by way of a Provisional Ballot. While they should offer a provisional ballot, they may not, so ask!

WHEN YOU NEED TO ASK FOR A PROVISIONAL BALLOT

It's important to know about provisional or emergency ballots, and how they work. No system is perfect, and if for some reason you are told you can't vote by way of the voting booth, you can still vote by provisional or emergency ballot. Here are instances where you will need to vote using a provisional ballot. Poll workers may not offer a provisional ballot, SO ASK!

  • Your name is not on the poll list of voters, but you have registered.

  • You moved within the county, but have not registered at your new address, or voted at your previous address.

  • You're a first-time voter and you did not provide accepted ID when you registered (ex. by mail), and did not bring it on Election Day.

  • If you were marked "ID required" at your polling place, but were unable to show ID, you can vote by provisional ballot. But for your vote to count, you must bring acceptable ID to the appropriate county office within 48 hours. Poll workers must give you a form that tells you the address to where you must show your ID.

  • You requested a mail-in ballot but didn’t receive it in time, or you are marked as being an absentee voter, but decided to go to the polls to vote in person.

*HOW TO VOTE BY PROVISIONAL BALLOT:

The board worker will give you a paper ballot and an envelope.

  • The board worker must provide you with a place to vote the ballot in secret.

  • Put the voted ballot in the envelope and seal it.

  • Sign and complete the Affirmation Statement that is attached to the envelope. DO NOT DETACH the Affirmation Statement. If you do not sign the Affirmation Statement, your ballot will not be counted.

  • Give the envelope to the board worker.

  • Watch the board worker put the envelope into the provisional ballot bag, or you may put your ballot into the bag yourself.

  • If you spoil your ballot, you have the right to ask the board worker for another ballot.

No provisional ballot is counted at the polling place. All provisional ballots are taken to the County Commissioner of Registration’s office after the close of the polls for verification and counting by the County the County Board of Election.

How does a voter find out if their Vote by Mail or Provisional Ballot was counted?

All voters can go to the Track My Ballot page on the NJ Elections page and create a My Voter Record account, a very cool portal that will show you all of your voting information and history.
OR call 1-877-NJVOTER (1-877-658-6837) after the election to find out whether their Vote by Mail or Provisional ballot was counted or the reason it was rejected.
